Access Control Program

For the purpose of firmly establishing the anti-doping awareness for athletes, anti-doping education will be conducted throughout the whole sporting life of the athletes, and the anti-doping education qualification Access Control Program (hereinafter referred to as “Access Control Program”) will also be created.
 
The Access Control Program refers to that the athletes must receive anti-doping education and take part in the anti-doping knowledge exam when they join in sports teams at all level or are promoted to a higher sports ranking, and they can only obtain corresponding qualification when passing the exam.
 
The Access Control Program is the anti-doping education mode initially created in China, which is an important embodiment of the national system in the aspect of anti-doping education and which is tested in practice. At the moment, the Access Control Program is mainly applied in the access of qualification for large-scale sports events. The Access Control Program requires that all athletes taking part in the competitions and their assistant personnel must receive the anti-doping education, pass the anti-doping knowledge exam, sign the Letter of Commitment on Anti-doping and take an oath on the anti-doping. Acceptable athletes and their assistant personnel upon approval have the qualification for taking part in the competitions.
 
Since 2009, the Access Control Program has been successfully implemented on athletes and their assistant personnel participating in such large-scale domestic and international sports events as the 11th National Games, the 16th Asian Games, the 7th City Games, the 12th National Winter Games, the 30th Summer Olympic Games and the 22th Winter Olympic Games etc.
 
Implementation of the Access Control Program has gained positive participation and full cooperation from the National Single Sport Association and the Local Bureau of Sports. They organize the athletes and their assistant personnel to learn the anti-doping knowledge systematically, receive the anti-doping knowledge exam, sign the Letter of Commitment on Anti-doping and take a solemn oath that they will not use the doping.
 
In the next phase, the competent sports authority, the National Single Sport Association and athlete administration institution will further complete the Access Control Program following the scheduled working scheme. In the future, the athletes will register in the National Single Sport Association, join in the national teams, local teams and club teams, and participate in various domestic and international sports events. Coaches shall receive the anti-doping education and satisfy requirements by the Access Control Program whether in teaching or leading teams to participate in the sports events.
