Investigation in the anti-doping work includes investigation into violating behaviors of producing, trading and using doping, and it also includes investigation into specific situations such as reasons for violating the doping regulations, source of prohibited substances and approaches, responsibility of relevant personnel and institutions.
Anti-doping investigation is an important working approach in parallel with propaganda, education, control and test. In recent years, strengthening information collection and investigation became more and more important in the anti-doping work. A research conducted by the World Anti-doping Agency (WADA) indicates that about 10% athletes use doping, but the violation discovered through doping test only accounts for 1% of the total number inspected. Director General of WADA DavidžHowman once made a public expression that about one third of the doping violation was discovered through investigation in recent years. To facilitate positive role of the investigation played, the World Anti-doping Code (2015 edition) adds one chapter of “Control and Investigation”, and WADA specially publicizes International Standards for Control and Investigation to instruct and normalize the investigation work.
Domestic and foreign anti-doping organizations have accumulated numerous successful experience and practice in carrying out investigation. It can be said that handling of critical doping cases has an inseparable relation with deliberate investigation. For example, even though Armstrong, awarded champion of Tour de France for seven times, has never been found to have doping issues in his career, the U.S anti-doping agency gave him the penalty of depriving the title of seven champions for the Tour de France and giving him a life-time ban after presenting conclusive evidence and detailed investigation results through unremitting efforts for many years, which has been universally recognized by the World Anti-doping Agency, International Cycling Union, media and the public. In the face of large numbers of critical irrefutable evidences, Armstrong finally gave up standing against the media and publicly admitted that he used doping, which made him degenerate into a conspirator and liar from the worshiped sports idol and hero fighting against cancer.
In China, investigation has always been an important approach for us to treat the doping issues. Recently, the anti-doping laws and regulations system has become more and more complete in China, which is a legal guarantee for the anti-doping investigation; the anti-doping management system featured with unified leadership, division of labor with individual responsibility and coordination with each other has been built in China, which is an organizational guarantee for the anti-doping investigation; relevant institutions coordinate with each other and make multiple beneficial explorations in the process of investigation and handling the doping violation, for instance, investigation of cases where the doping is applied collectively and investigation of Clenbuterol (positive) resulted from food pollution, which awarded them with valuable experience. 
Regulations in the Measures for the Administration of Anti-doping
Clause XXI  General Administration of Sport, sports competent authorities of local people’s government at all levels, the national anti-doping agency, nationwide sports social group, national sports program administrative institutions and the athlete administrative institutions are entitled to conduct investigation in behaviors violating doping regulations as per laws, regulations and the Measures.
The national anti-doping agency shall collect, appraise and utilize the information, and conduct investigation in the possible doping regulation violation among the foregoing information. The General Administration of Sport shall organize the national anti-doping agency and relevant institutions to implement investigation on critical and complicate doping events.
Clause XXII  Personnel conducting doping control and investigation are entitled to gain access to the sports training place, sports competition place as well as residence of the athletes and assistant personnel in performing the obligations of conducting doping control and investigation as per laws. Relevant institutions and personnel shall cooperate with them without rejection and resistance.
Regulations in General Provisions of Doping Control in Sports
Clause XXVIII  Information collection and treatment
The national anti-doping agency shall build an information database, analyze and appraise the information in time, so as to be helpful to make and implement the control plan and to provide evidence and clew for investigating the possible violation of doping regulations.
Clause XXIX Contents of investigation
The anti-doping organizations shall conduct investigation on the positive test results, non-typical test results, positive results of the biological passport and other possible violation of doping regulations.
Clause XXX Implementation of investigation
In case sample detection result of an athlete is positive, administrative institution of the athlete shall carry out investigation first and present relevant evidence; in case sports teams at the provincial level or under are involved, corresponding provincial anti-doping agencies shall participate in, instruct and supervise the investigation; the athlete himself/herself and relevant personnel shall be cooperative in the investigation and explain reasons for the positive result. The national anti-doping agency shall review the evidence and offer necessary guidance and help; investigation can be conducted directly when the national anti-doping agency deems necessary.
In case related party is discovered to be involved in violating the doping regulations in the doping control process, the national anti-doping agency and other anti-doping organizations implementing the control shall carry out investigation, collect evidence to confirm if the doping regulation violation is established or not; Athletes and their administrative institutions shall be cooperative in the investigation.
The national anti-doping agency can authorize the provincial anti-doping agencies to carry out investigations.
Clause XXXI  Verification of reporting information
The anti-doping organizations shall conduct further investigations on possible violations of doping regulations upon primary verification after receiving reporting information. Other anti-doping organizations shall promptly inform the national anti-doping agency of the reporting information and the investigated information.
Clause XXXII  Cooperation with relevant institutions
The anti-doping organizations can seek for technical support from the test laboratory or other involved institutions in implementing the investigation.
