I. Category of Entrusted Tests
Entrusted tests can be divided into the 3 categories as follows:
Category I: the tests entrusted by the sports department of a province, autonomous region, municipality and the People's Liberation Army as well as the athlete management unit including the profession athletic association, etc.
Category II: the tests entrusted by the National Sports Association, including the tests for international games held in China entrusted by the National Sports Association as well as the tests for national games and out-of-competition tests proposed by the client.
Category III: the tests entrusted by other social organizations and competition organizers.
 
II. Application and Acceptance
(I) CHINADA is responsible for the acceptance and approval of test entrust application, assume the responsibility of management and supervision.
(II) Related unit entrusting the test shall submit an application form by official letter to the CHINADA at least 30 days in advance. And the CHINADA shall inform the related unit about its acceptance decision within 7 work days after received the application form.
(III) Related unit entrusting a test in Category I shall submit a Work Plan for Entrusted Doping Test (attachment 1) to the CHINADA together with the application form, and submit a work report to the CHINADA after completion of the entrusted test.
(IV) Related unit entrusting a test in Category II shall submit an application form including the content in the Letter about Doping Test Entrusting Application (attachment 2) to the CHINADA. Test will be organized and carried out by the CHINADA after its acceptance.
(V) Related unit entrusting a test in Category III shall submit a Plan for Entrusted Doping Test (attachment 3) to the CHINADA together with the application form. A Doping Test & Analysis Agreement (hereinafter referred to as Agreement) shall be signed by the related unit and the CHINADA, which shall be signed 10 days prior to implementation of the test.
 
III. Test and Analysis
(I) The unit entrusting a test in Category I or Category II shall take samples strictly according to the test plan approved, and send all samples to the lab of CHINADA to be tested.
(II) The unit entrusting a test in Category III is entitled to designate a lab accredited by the World Anti-doping Agency to test the sample.
(III) In principle, lab of the CHINADA shall provide the test report to the result management party within 10 work days after received the samples.
(IV) The unit entrusting a test shall cooperate on carrying out the doping test work and provide corresponding conveniences.
 
IV. Result Management
(I) The CHINADA is responsible for the result management of the entrusted test of Category I or Category II (excluding international games). The results of the entrusted tests in Category III and the international games in Category II shall be managed by the entrusting unit or result management party designated by the unit.
(II) The punishment to the athletes and related personnel in the entrusted tests of Category I or Category II (excluding international games) shall be executed according to related terms in the Provisions on Strict Prohibition of Doping in Sports (Provisional) (Directive No. 1 of the General Administration of Sport of China). The positive result tested and other violations of the unit will not be accounted into the cumulative sum of each unit by the General Administration of Sport of China.
 
V. Cost and Payment
(I) Related unit entrusting a test shall pay the test entrusting fees to the CHINADA, which include test fee, equipment cost and detection cost.
(II) The test fee is related cost incurred by implementation of the test, including the cost for management, training, transportation, accommodation and personnel subsidies, etc.
(III) The equipment cost and detection cost shall be paid according to the regulation of Notice of the National Development and Reform Commission and the Ministry of Finance on Doping Test Charging Standard of the General Administration of Sport of China (NDRC PRICE [2008] No. 2361).
(IV) The personnel carrying out the entrusted test and doping test shall be technical officers of the games, who shall have corresponding salary.

Applicable to the tests entrusted by the sports department of a province, autonomous region, municipality and the People's Liberation Army as well as the athlete management unit of profession athletic association.
 
I. The client shall submit a “Doping Test Entrust application”
The reason for application, total number of tests and contact shall be clearly described. The application shall have the reference number of and be sealed by the sports department of a province, autonomous region, municipality and the People's Liberation Army as well as the athlete management unit of profession athletic association.
 
II. The client shall submit a “Work Plan for Entrusted Doping Test”
The work plan shall include:
1. Organization & governing bodies (competent department, organization member, his title and contact);
2. Punishment measures and principles;
3. Plan for Entrusted Doping Test (including competition test, out-of-competition test, test time, place, category and number of test);
4. Selection principle and list of the athletes for entrusted test;
5. Name and qualification of test officer (the test officer shall have the “Doping Test Officer” Certificate issued by the CHINADA;
6. Document and apparatus for test;
7. Sample collecting and storage;
8. Transmission of sample: method, specific time, number of samples in each batch;
9. Commitment to paid related fees for entrusted test according to the notice;
10. Contact of the entrusted test;
11. Receiver and the fax No. for the test report.
 
III. The client shall submit a “Work Report” after completion of the entrusted test.
